Avtalat, in collaboration with PTK, Svenskt Näringsliv, LO, TRR and TSL, has produced a list in English of common words and explanations to make it easier to write about, understand and absorb information about the skills and transition support in the new main agreement.
The words and explanations are primarily meant to be used in their context. The list below is therefore primarily aimed at those of you who are tasked with writing and explaining what the main agreement entails, on the web or in other member communications.

Avgångsersättning (AGE) | Supplementary unemployment benefit (AGE) | Supplementary unemployment benefit (AGE) is compensation that you can receive in certain cases if your contract is terminated due to shortage of work or personal reasons in connection with illness, or if your fixed-term employment contract has expired or been terminated due to shortage of work. |
Etableringsvillkor | Establishment condition | The establishment condition means that you need to be well established on the labour market. More detailed information: More specifically, this means that – in addition to satisfying the topicality condition – you must have worked an average of at least 16 hours per week over a calendar month, for at least 96 months (8 years) over the last 14 years. You can include time that you have worked at the earliest after reaching the age of 19, provided that the work has been your primary occupation over this time. Other time can also be equated with gainful employment for a maximum of 24 months. An example of such time is parental leave. |
Förstärkt stöd | Reinforced support | The support should be able to be provided to you by your transition organisation when you are receiving transition support and when you have particular needs as a result of illness. For example, the reinforced support might consist of more comprehensive and intensive counselling and guidance, or additional support during contacts with authorities. More detailed information: The support is intended to enable you to look for new work, start your own company or study on the basis of your working capacity. The support does not include rehabilitation measures. |
Huvudavtal | Main agreement | A main agreement regulates basic issues between the parties and is often a prerequisite for other agreements on the labour market. More detailed information: The main agreements regarding security, transition and employment protection are the agreements that have been entered into by the Confederation of Swedish Enterprise, LO and PTK. |
Kollektivavtal | Collective agreement | A collective agreement is a written agreement between the parties on the labour market. It describes your and your employer’s entitlements and obligations in relation to each other, for example with regard to wages, pensions and insurance schemes. |
Kompetensstöd | Skills development support | Skills development support is a generic term for the support that a transition organisation can offer you as an employee, to enable you to strengthen your future position on the labour market. More detailed information: Skills development support from your transition organisation can consist of • guidance regarding skills development that strengthens the individual’s position on the labour market • some counselling regarding jobseeking or starting a company • some purchased training and validation • short duration and additional study grants. In order for you to be entitled to the support described in the last two points, you need to be covered by a main agreement. You also have the opportunity to receive assistance with issuing a formal opinion to CSN when applying for the public student finance for transition and retraining. |
Kompletterande kollektivavtalat studiestöd | Additional collectively agreed study grant | If you are working in a company that is covered by a main agreement, you can, through your transition organisation, receive an additional, collectively agreed study grant in addition to the public student finance for transition and retraining you receive via CSN. More detailed information: The additional study grant supplements the grant portion of the public student finance for transition and retraining up to 80 percent of income up to 5.5 income base amounts per year (in 2022, this corresponds to a monthly salary of approximately SEK 32,500). If you have a higher income than this, the additional transitional study grant supplements to 65 percent of income up to a ceiling of 12 income base amounts per year (in 2022, this corresponds to a monthly salary of approximately SEK 71,000). To be entitled to the additional, collectively agreed study grant, you need to satisfy both the topicality and the establishment conditions. |
Kortvarigt kollektivavtalat studiestöd | Short duration collectively agreed study grant | If you work at a company that is covered by a main agreement, a short duration collectively agreed study grant can be awarded and paid out by your transition organisation for courses shorter than one study week, i.e. less than five days. More detailed information: The training must be assessed as being able to strengthen your future position on the labour market. The level of the short duration study grant is 70 percent of your work income up to a ceiling of 12 income base amounts per year (in 2022, this corresponds to a monthly salary of approximately SEK 71,000). To be entitled to the short duration study grant, you need to satisfy both the topicality and the establishment conditions. |
Köpt utbildning/validering | Purchased training/validation | If you are employed or your contract has been terminated – and you are covered by a main agreement – your transition organisation can, under certain circumstances, pay your course fees for training and validation. More detailed information: To get the course fees paid for, you need to satisfy the topicality condition for receiving transition or skills support. |
Omställningsstöd | Transition support | Transition support is a generic term for the assistance you can receive from a transition organisation if your contract has been terminated due to shortage of work or illness, or after a fixed-term employment contract has expired. More detailed information: The support is intended to make it easier for you to progress on the labour market. Transition support from your transition organisation includes • counselling regarding jobseeking or starting a company • guidance regarding skills development that strengthens the individual’s position on the labour market • reinforced support in cases of illness • short duration and additional study grants • purchased training and validation. In order for you to be entitled to the support described in the last two points, you need to be covered by a main agreement. You also have the opportunity to receive assistance with issuing a formal opinion to CSN in the event of an application for the public student finance for transition and retraining. |
Offentligt omställnings-studiestöd | Public student finance for transition and retraining | Public student finance for transition and retraining is the financial support you can receive via CSN when you undergo further training. More detailed information: The public student finance for transition and retraining comprises a grant and a loan. The grant replaces 80 percent of income up to a ceiling of 4.5 income base amounts per year (in 2022, this corresponds to SEK 26,625 per month), giving a maximum grant of SEK 21,300 per month (2022). |
Rådgivning | Counselling | Counselling is a generic term that covers various types of services and support that a transition organisation can offer when it comes to jobseeking or starting a company. The counselling is personal and is adapted to you and your circumstances and wishes. It can take place in a combination of digital and physical meetings based on your needs. |
Vägledning | Guidance | Guidance is a generic term that covers various types of services and support that a transition organisation can offer when it comes to individual career choices and study pathways. The guidance is adapted to you and your circumstances and wishes, and can be offered both digitally and physically, or as a combination of the two. |
Yttrande till CSN | Formal opinion to CSN | Before CSN makes a decision as to whether you will receive the public student finance for transition and retraining, the transition organisation to which you belong has the opportunity to issue its opinion. This opinion will include an assessment of whether the training is expected to strengthen your future position on the labour market. CSN will place particular emphasis on this opinion when making their decision. |
